Analysis of the elected investigation commission on the Revolutionary International Volunteer Army

Introduction

While there was much talk and plans to build up a unified socialist revolutionary military to oppose capitalist aggression and export the revolution in the period between the formation of the UASR and the start of the Second World War, it was in the midst of the war that the Revolutionary International Volunteer Army was truly built into a single cohesive military entity. Drawn from the militaries of the member states of the International, it combined the influences of American Rangers, Mexican infiltration brigades, Chilean Mountain troops, Soviet Shock Troopers, Chinese Frontier Guardsmen, and Iranian Tank commanders among other influences from the membership of the international. Following the war, they would arise as a general purpose military force capable of defensive and offensive operations, supplementing the efforts of local militias and national militaries as well as Socialist resistance movements. Whether to protect civilian populations or eliminate threats to global security and freeom, the RIVA was to be outfitted for the task.

Outsiders are often at times confused as to the distinction between the RIVA and assorted workers and farmer's (or peasant's) red or revolutionary militaries of the assorted states within the Communist International as well as more specialized task forces such as the Public Security Bureau, the Revolutionary Vanguard, and communal militias. The RIVA is equipped to a single standard with contributions to it from all the member states of the Communist International, and draws its manpower from both a volunteer basis and from invitations sent out to the military soviets of national militaries or other task forces; or recommendations sent by those soviets to the RIVA. Whereas the national militaries of the member states of the Communist International will tend to specialize their doctrine and equipment in ways more particular to their geographical necessities, the RIVA is designed to be able to fight any time and any where with a broader focus on rapid maneuver warfare to identify the weak point of an enemy such as weak supply lines or poorly held positions or targets of military value, isolate it from their strengths, and then eliminate or seize itit to cripple enemy operations. Other deployments may include assisting militias and national militaries with defensive or offensive operations, defenses of civilians, the supporting and defense of the ideals of class abolition, radical democratization, liberation and the training of newly formed revolutionary military units in newly proleterianized states.

The purpose of this report is to illustrate the tactics, operations, and strategies of the RIVA's divisions for the civilian government as requested in a prior session of the Communist International's All Union Congress of Soviets. This will entail showing the effects of their specialized technologies and their roles on the battlefield, analyze the cost-benefit ratios of RIVA operations within the past decade, compare RIVA operations to those of other Socialist military formations (Militias, National Militaries, Specialized Task Forces etc). Finally, this report shall compare and contrast the RIVA and its allied organizations to military forces from outside the Communist International and provide analysis of the strengths and weaknesses of these other militaries to make recommendations to counter them and inform the Congress of standard protocol against them and if they may be in need of revision. It is hoped that this report will allow the Congress and the Central Executive Committee and Presidium to make informed decisions on the issues that they, in their role as the civilian arm of the people's government, are empowered to make.

Section 1: History of the RIVA

The RIVA coalesced together in its modern form on June 15th, 1952 in the Commune of Boston, Union of American Socialist Republics, in a meeting of delegates from the civilian and military councils of the member states of the Communist International in response to the latest developments in the Second World War. One of the most concerning issues at the time was the need to discuss a plan to deal with the coming summer offensives by Alliance Command aimed at crushing the pocket formed at the western side of the Dneipner river by the fighting in spring. Elizabeth Gurley Flynn, American General Secretary of the CEC; proposed the formalization of an international military; which had before been a largely ad hoc formation largely subordinate to national militaries on the chain of command.

The unified armies would be able to serve as a force not weighed down by the shaping effect of each country's geographical realities, and would be able to serve as a truly global force to act for the wider interests of the world wide Proleteriat; where the best ideas and weapons of the nations of the Comintern would come together in an "army of armies", helping also to bolster cooperation and bonds of trust. While some met the idea with skepticism, particularly in the more Soviet aligned forces whose armies were still shaking off vestiges of their monarchist pasts, the soviet was reminded that in the various fronts of the war throughout the world; no army stood alone as it was already, convincing Premier Georgy Pyatakov to back the American plan.

One of the delegates from occupied Poland, Julian Leszczyński; an ardent defender of Stalin's legacy even after his replacement by Pyatakov following the former's mysterious assassination in an altercation with some manner of Scorpion cult; was one of the harsher critics of the plan. Arguing that it would divert resources from national militaries and thus weaken the front as a whole, he also criticized the plan of the left-communists to ensure that manpower for both enlisted soldiers and leaders would always be available and to diminish the need for a corps of career officers by having essentially all able bodied adults undergo some military training and the training of all active and reservist soldiers in how to function as an NCO or at the very least a junior officer would alarm the outside world and create the impression that the Comintern is a vast armed camp.

Another criticism came from Enver Hoxha, who may have agreed with the idea that the whole population should be at least somewhat ready for a war (though was opposed to democracy in the military), but vehemently argued against the idea of investing so much into advanced weapons and materiel instead of creating a "people's guerrilla force"; going so far as to also criticise the Comintern's lavish equipment of the revolutionary vanguard when true Guerrillas should not need more than small arms in his opinion. However, the majority agreed to reorganize the international military, and so funding was swiftly allocated.

With war all around the world raging furiously, the council voted on having Marshal David Dwight Eisenhower and Marshal Georgy Zhukov form the unit. Both were well regarded by their respective militaries and people, Zhukov had shown remarkable leadership in pre-war operations to drive the remaining Ultimist aligned segments of the KMT out of China in support of Wang Jingwei, Soong Ming, and Chen Duxiu's coalition government; and throughout the second world war was displaying insightful leadership. Eisenhower demonstrated a deep understanding of logistics and was a charismatic negotiator who could bring competing personalities to work under the same roof with seeming ease, and his service in the American Communist Revolution as well as his command of Comintern forces so far in the war had proven to be exceptional.

Already friends (Zhukov personally congratulating Eisenhower on his election to Marshalship after spending some time out of the military between the revolution and WW2), the two complimented each other quite well. Eisenhower's focus on logistics and ensuring all troops would always be lavishly supplied and work to deny this logistical advantage to the enemy and Zhukov's emphasis of acquiring overwhelming firepower to rapidly penetrate enemy lines and thrust deep behind their rear and thus collapse their ranks in rapid succession worked well together. With their fellow commanders attached to the program, they drafted five points to make the RIVA as effective an organ as possible.

  • 1: A new training regime to aid in their role as a global military unit.
  • 2: New advanced equipment designed for mobility and ease of use.
  • 3: Reorganized battlefield intelligence to keep commanders informed on shifting battlefield conditions.
  • 4: Train and aid national armies and local militias, to protect extreme democracy, ensure the defense of worker control of the economy, and ensure stability in society
  • 5: Command under the Communist International as a whole, rather than any one particular state.

Though many once again brought up concerns about point five, the argument that control by the wider international would actually make it safer, not more dangerous was brought up. With the elected people's deputies able to control the funding and the pool of officers being vetted by both their respective national governments and militaries who recommend them to the RIVA and the Congress itself and careerism limited by term limits and the recallability of all officers; the potential for a coup was very low. No leader of the RIVA would ever be able to "Become the next Bonaparte and take from the hands of Democracy, Freedom, and Equality the crown of military autocracy", as Eisenhower said.

Zhukov in the meantime organized the military soviets that voted in the basis of the first RIVA divisions. Soviet Shock and Guards divisions, American rangers and marines, Latin American Special Forces, Iranian and Turkish Cavalry and Armoured Formations and more were all chosen to be the bedrock of the new RIVA, with the mission of learning to function as a single unit and coming together to smash the Ultimist War Machine and throw back the Blue Tide. Placing his training locations in the areas he felt were safest; The American Eastern sea board, the Urals, the North American Pacific Coast, Southern Chile and Argentina, and Siberia, he organized the construction of facilities and with the aid of his comrades, created a training regimen for them.

The men were trained in advanced infantry tactics, commando operations, combined arms tactics, seaborne assault, and for the first time in military history, specifically trained in humanitarian actions. They were trained with the newest weapons systems, and the latest in military strategy was implanted in their heads. They were taught improvisation in the field, and in use of various weapons systems, whether they were from the Comintern or not, to ensure that should one soldier fall fall, another could act in their stead, as well as utilizing the enemy's weapons against them. Military leaders were taught political science lessons for when they had to interact with local civilians, specifically in ensuring Comintern aid supplies could go to where they were needed, though these lessons were usually of a basic nature when compared to their combat training.

In the first weeks of training, there was a significant wash out rate, with many finding it difficult to conform to the new psychological requirements that expected RIVA soldiers to be the model of a soldier of socialism who would fight their enemies with all the fire they could but then show kindness and courtesy to the people once the fighting was done, regardless of whether they were of enemy nations or not; within the short time frame expected. Despite the high rate of soldiers who could not manage the requirements before they were needed to be sent back to deal with the enemy, there was enough for the RIVA to form its very first army of five divisions according to these new standards.

In December 1953, they finally left their training spots to assemble for battle. They wore no flags on their shoulders to denote their nation of origin. They simply wore a red banner to identify themselves as soldiers of the Communist International. With the front in America being deemed to have winded down, the creaks starting to show in integralist brazil, and Japan and the Pan-Africans handling things in Asia and Africa, they would be sent into Europe to the western borders of the Soviet Union as the Alliance was being steadily forced out of the USSR and the fight was coming into occupied eastern Europe.

Their first major engagement with the Alliance of Free States was a proof of concept for the new RIVA as it converged on the site of battle in western Ukraine where the frontline had shifted to after the peak of Alliance successes in Europe. Upon confirming the location of Alliance forces in the operation area, the advanced scouts for the formation reported the key objectives; such as the locations of Alliance construction yards, as well as the weak points; including a number of ill protected hill passes that could lead to commanding positions for the field of battle. General Jane Schafer, with this information in hand then ordered an attack after brief consultation with the others in her army level soviet, dispatching two divisions to strike at the enemy.

The first blow fell at night to lure out the heavy elements of the Alliance forces while a force of commandos and combat engineers would infiltrate around the mass of tanks to sabotage the defenses and thus make it safe for the Forge, Gear, and Revolution tanks to advance from behind and open fire under the cover of GAP trucks. Caught between a rock and a hard place with no way out, the ambushed British corps fought on until the third division freed a large number of prisoners of war from their holding camps. Now attacked by fresh forces, the British commander promptly surrendered.

Since then, the RIVA has preformed just about every military duty imaginable. First attackers, last line defenders, central nuclei for Comintern actions, simple reinforcements, or even carrying out entire operations and campaigns on their own. In the words of Gen. LeMay, "In the the Revolutionary International Volunteer Army the most adaptable unit is the one with the best chance of victory."

Post-war, they were extensively involved in helping newly liberated colonies transition into Democratic Socialist Republics and ease into the radical democracy of the Comintern, and in doing the same in liberated eastern Europe; helping to rebuild the countries as their governments acclimated to a new life. A number of demilitarized zones have also been created and are continually patrolled by RIVA forces; such as the American-Canadian Border, the western Asian DMZ, and the famous concrete curtain dividing Alliance controlled western Europe from the Comintern members in Eastern Europe.

Section 2: Organizational Structure of the RIVA's divisions

Each RIVA force is designed to be its own self-sufficient force, able to take a wide range of missions, and often include their own air and armor elements in addition to their infantry and logistical forces. As an example, the chart included illustrates the organization of the 3rd RIVA Marine Corps.

Section 3: Strategic Uses of International Forces

The Internationalists are a variable force, able to adapt to a number of battlefield roles. Whether setting up a defensive position to protecting a column of civilian evacuees, the Internationalists are expected to react to the unexpected every day.

1: Offensive Strategies

The core of International operations is concentrating the maximum force on a single target of opportunity with force before falling back and readying for the next assault. Typically, this information comes from Secreteriat of Public Safety agents embedded in enemy formations and Reconnaisance forces spearheading the main force. Once received, this information is reviewed by the military soviets of the International forces involved into the value of each target. For a purely hypothetical scenario, let us imagine that an Alliance armored division is spotted by an company of RIVA soldiers. After calling in for support and assistance, vulnerable targets are specified.

Field generators, SPAM production facilities and sensitive support units like ore harvesters are ranked in order of which is easiest to eliminate with the least RIVA casualties, with estimates based on various war games. Once these targets are identified, the company will then prepare for the upcoming battle, as the commanders of that RIVA company review the information. Typically, strategic targets focus on infrastructure and logistical elements. Specific units of the company are given objectives, as command waits for further orders from their commanders to the rear. Partly thanks to enhanced communications elements, this usually means that a competent field commander can be given the mission and vetted by the company in half an hour.

Once command is given, targets that have been designated as "High Priority" by the company soviet are relayed to the commander and their field soviet, primarily the field commander's intelligence officer and their staff, and sorted into "Primary Objectives" and "Secondary Objectives". Important points are highlighted on the field commander's map, and for the purposes of this scenario, the company that discovered the hypothetical Alliance force is placed under the field commander's orders, and often, the field commander is given a full dossier on units in the area.

With the main areas of the Alliance force located and the vulnerable targets specified, the field commander begins taking action against the Soviets. Raids are made on Soviet positions and defenses in order to draw Soviet forces out of position from sensitive areas. Aerial strikes and Tesla platoons are the preferred method of assaulting an Alliance armored force such as in this scenario, though the situation can shift the forces required. For example, Partisans, Sickles, and Sentry-gunners are commonly requisitioned against Alliance Infantry formations, or Bullfrogs and Ack-Ack Drones against Alliance air wings. For this scenario, a full wing of Sturmoviks and Longbow Attack helicopters would be called on, coupled with Tesla Comrades and Plowshare Tank Destroyers to support the already present specialists in Missile Defenders and Furnace tank squadrons.

While the Alliance forces are drawn into pre-determined combat zones, fast moving units usually containing a mixture of Cauldrons, Compasses Scythes, Bullfrogs and Twinblade gunships will move to the rear of the enemy base, supported by SPS Spies and Spetsnaz Operatives already in the Alliance base. These spies are typically ordered to sabotage and destroy power production facilities, SPAM facilities, and other vital structures in order to clear a path to the interior of the base. The Twinblades will deposit their forces on the ground and proceed to secure the area as Cauldrons, Compasses, and Scythes continue to provide support. A popular tactic is to utilize field engineers to capture the enemy base, and either dismantle the enemy infrastructure or utilize their weapons against them.

With their base of operations captured, this Alliance force will either capitulate and become prisoners of war, or continue to fight until all are either neutralized or captured. By the end of this scenario, losses to the RIVA company and their reinforcements are estimated to be around fifty to eighty five in total, well within acceptable levels when compared to previous RIVA operations.

2: Defensive Operations

Defensively, the RIVA will observe their surroundings for the best defensible position. In urban areas, this often includes razing civilian structures to create a better position. Civilians are given voucher slips to reclaim an equal monetary amount for any property lost in the process of this, to be redeemed at any civilian or military Comintern facility during business days, with interest given in case of inconvenience causing delays. Typically defenses are made to be multi-tiered. Defenses are typically centered around sensitive facilities, including ore mining and refining operations, power facilities, and SPAM construction plants.

The building blocks of an Alliance defense are the cheaply fabricated reducts and Multigunner turrets systems, distributed evenly near likely routes of advance. Heavier defenses, including Tesla Coils and Singularity towers, fall towards the higher tiered defenses, with barricades separating each and often funneling enemy forces into kill boxes. GAP and Chrono-towers towers are dispersed between the second and third defensive tiers, hiding heavily fortified positions and preventing fast moving enemy units from escaping into sensitive positions. Mobile forces are dispersed through the area, tasked with shoring up defensive positions where the enemy might break through.

If there are no building SPAM facilities in the area, RIVA forces find positions in the terrain to use against opposing forces. In rural areas, this can simply be taking higher positions and relegating heavier equipment to the front to target enemy units vital to enemy operations for elimination. In urban areas, this can mean the garrisoning of civilian structures (again with appropriate vouchers), and channeling enemy forces into ambush positions, wearing them down in running street battles.

One the position is secured from attacks, or the enemy forces have expended their energy on continued assaults, remaining forces will move to strike the enemy at vital points left vulnerable from the retreat.

3: Civilian Policing Operations

Unique among many modern military forces, the RIVA's forces, like those of all Comintern National militaries are trained in interaction with civilian populations to help with the maintenance of the peace in cooperation with local militia under the observation of local authorities. Attempting to work closely alongside national and local authorities, Alliance placed in police and peacekeeping roles are trained to be courteous but professional to local forces and civilian populations and will work to encourage the basis of socialist government in liberated territory; undoing de-communization attempts by invaders or spreading communist teachings in foreign territory and helping to organize unions, impart the lessons of extreme democracy, and the formation of local militias. Local Communist and Socialist parties may be contacted depending on the situation and forces more specialized for police work such as the PSB will be contacted for cooperative efforts.

RIVA forces in these roles are issued non-lethal equipment in order to handle the situations they face. Disarmed Cauldron transports are quite popular in civilian areas, while calculator scientific helicopters are distributed strategically through the area to quickly respond to problem incidents that peacekeeping teams cannot face effectively alone. Artificially intelligent militia drones are proving to be as effective as either of these weapons systems, these drones are being requisitioned in increasing amounts thanks to their ability to harmlessly immobilize individuals with a stasis ray to be picked up whenever is convenient.

These individuals are typically incapacitated, turned over to local militia and are processed, and if needed; tried by the duly elected and sortitioned juries to determine their fate. Due to Comintern commitments to reformation and rehabilitation over punishment, the incarcerated generally do not serve overly long sentences and capital punishment has been banned; with life sentences being extremely rare, with even Geoffrey, Yoshiro and Thornley being expected to only receive a twenty year sentence in a rehabilitation facility before their respective deaths or disappearances.

4: Naval Operations

In the course of the growth of the Communist International, the RIVA is often expected to engage in enforcing the maritime laws of the Communist International; often in coordination with naval militias and the PSB. This includes combating piracy throughout the world, responding to civilian and military distress signals, and patrolling areas that have been determined too dangerous to travel as determined by the All-Union Congress. Responses depend on the situation.

In combating pirate forces, fleets utilize a mixture of Stingrays and Manta Ekranoplans. The Stingrays are capable of switching their tesla weapons to a low power disabling mode that will immobilize the enemy's ship; or if need be the Ekranoplans will be able to lock the ship in stasis to be boarded and the pirates detained for trial. For civilian rescue operations, Comintern naval forces will typically utilize Twinblade helicopters to reach the distressed ship and evacuate any stranded crew and passengers, transporting them to the nearest Aircraft carrier for transport to port.

If the ship's owners so request, International salvage teams can retrieve from the ship any valuable or necessary objects. However, pirates under the banner of the Dreadful Corsairs can often force conventional naval engagements against maritime RIVA forces due to their large numbers of military grade naval assets up to and including their own capital ships, submarines, and naval air arm, requiring the commitment of heavy military assets to engage in firefights with orders to shoot to kill. WLA sponsored pirate actions are similarly capable of forcing the need to deploy heavy naval assets to engage in a conventional naval battle.

Distress signals from military forces are handled cautiously. While rescue operations are still undertaken, a cordon is formed around the rescue area to ensure that hostile actions result in the destruction of the opposing force. Once retrieved, the military personnel are transported quickly to their nearest friendly port and debriefed.

While facts and figures tell part of the story, it has been considered that certain opinions on the RIVA may shed more light on their operations than facts can on their own.

"Out of all the armies I've ever faced in this world, none have earned my respect more than the RIVA. Without a doubt, they are my deadliest opponents that I have faced in open battle. Our very own Peacemakers have tried to emulate them closely with our own touches, but even then I have watched Peacemakers cut down long before reaching RIVA lines with disciplined and accurate fire. I've seen our vaunted tank corps outmaneuvered by their own armoured formations, and our mightiest aircraft brought down to earth the hard way. Though I would vouch for the greater strength of our chain of command and the elan of our formations any day, I would say that they; more than any of our opponents, have made a science out of war to a degree even we're still struggling to."

"What is the deadliest weapon in war? To ask Emperor Yoshiro, it would be a warrior's skill and resolve. To Emperor Tatsu, it would have been the weapons he would wield, and his numbers. But look at the soldiers of the Communist's "International Military". His skill is above average, but there are warriors still stronger than he. They have resolve, but not enough to overcome any obstacle. Their weapons are not as advanced as our own, yet ours were still outclassed, and that they are not the most numerous army is readily apparent. Yet they have held against the Alliance twice, and pushed even our own Empire back to its borders. They can mobilize for war on a massive scale that few other powers could even dream of matching and turn the tide of war in situations others would deem hopeless. There is an almost cold, clinical outlook when they are in combat, yet to meet one out of uniform is like meeting a man of calm and even jovial temper. Is there then some crucial part of the warrior we have overlooked? Some great mystery that the Communists have discovered that continues to elude us even today?"

"An Internationalist is, first and foremost, a professional. They're no gung-ho, trigger happy fools like other military forces seem to enjoy bringing on-board. They're trained to be the best of any soldier, but they don't let this training blow their egos out of proportion. Service Weapons - Basic

AVT-39 (General Defender) - Designed within the soviet Union, the AVT-39 serves as the select fire battle rifle of choice for the communist international. Due to the combined arms doctrine of the Communist International it was decided that a battle rifle would be the primary firearm of the Workers and Farmer's International Military to engage foes at longer distances and with greater stopping power; leaving the ADK-45 to be used by national militaries and militia forces. With greater range and armour piercing capabilities than the FN-FAIL; the AVT-39A10 is highly effective against well armoured troops, such as the Alliance Peacemaker which the current mark of round was designed to kill quickly and efficiently. This allows them to be devastating to most less well protected infantry as well.

Fitted to the AVT-39 is the MY-203 grenade launcher. One of the most versatile features of the weapon, it is fitted to all the rifles utilized by General Defender troops. This attachment greatly increases the destructive firepower of soldiers utilizing it as well as their versatility and allows them to pack greater punch against garrisonned troops, light vehicles, structures and other enemies; and when a whole squad is utilizing the grenade launchers the results can be quite devastating, overwhelming even the Legion Riot shields utilized by Peacemaker troops. In engagements with Alliance forces, General Defenders are to bombard a riot line with grenades to overwhelm their shields and then finish off the survivors with follow up automatic and burst fire.

Testing shows that while standard pattern body armour can resist Avtomat fire, most black jackets entrusted with such weapons carry high penetration rounds just for the occasion.

- "Third Eye" Pyrokinetic Focuser "Unusual due to not being a rifle, the Third Eye is quite literally an eye shaped device worn as part of a mask, helmet, or headband kept in the center of the forehead to form a triangle drawable to the two natural eyes of the wielder. The headpiece is then fed power through tubes that feed into a small and usually back mounted generator to provide energy. While the drum magazine was in actuality, rarely used by military forces during its service with Communist International forces due to issues with reliability and ease of reloading, the WLA's modifications to the submachine gun have corrected the former issue in an apparent attempt to address the subpar accuracy of its users by providing them with added rounds. In testing against standard issue personal body armor, the Thompson was found to be largely ineffective without multiple impacts and was almost entirely ineffective at long ranged engagements. However, it does possess a superior rate of fire to the AVT-39 and due to the lighter rounds more ammunition can be carried to give an advantage in longer fire fights. No known make of the weapon has been fitted with grenade launcher attachments however, giving general defenders an advantage in firepower."
